Only in the rental housing market do landlords hope to configure air conditioning at a lower cost and choose affordable Level 5 energy efficiency products.

Many tenants are even willing to replace the air conditioning at their own expense, but this often faces opposition from landlords. The phenomenon of landlords paying electricity bills on behalf of others is more common in rental houses without independent meters installed. On May 18th of this year, the Guangzhou Municipal Market Supervision and Administration Bureau issued a reminder notice on implementing the "Guangzhou Electricity Supply and Consumption Regulations" to regulate electricity fee charging behavior due to high electricity prices chaos, requiring village collective property management, rental homeowners, and second landlords to collect electricity fees according to the catalog sales electricity prices announced by the price regulatory department. Violators will be fined, suspended for rectification, and other penalties. These rectification measures undoubtedly help to correct non compliant electricity charges and ensure basic fairness and transparency for tenants.
Although "one household, one meter" electricity bills are basically implemented in cities, in urban villages, "one household" is not the "household" of tenants, but the "household" of landlords. Many "one household, one meter" are actually just "one floor, one meter", causing difficulties for tenants to protect their rights.
Only with transparent pricing can there be a fair market. Strictly implementing the national electricity tariff standards not only makes tenants more aware of their electricity consumption, but also eliminates the unreasonable market space for Level 5 energy-efficient air conditioners, promoting the achievement of green and low-carbon goals.
