The "Hailing Plan" initiated and led by Li Zhengdao Research Institute of Shanghai Jiaotong University aims to explore the construction of China's first deep-sea neutrino telescope, with Jing Yipeng, an academician of the CAS Member, as the project leader, and Xu Donglian, a Li Zhengdao scholar, as the chief scientist.
Thanks to China's rapid development in deep-sea engineering technology since the 12th Five Year Plan, it has become possible to build deep-sea neutrino telescopes in China. China has already laid out multi band telescopes (such as LHAASO, HXMT/eXTP, CSST, FAST), space gravitational waves (such as Tai Chi and Tianqin), and low energy neutrino observation stations (JUNO). The Hailing Deep Sea Neutrino Telescope will fill the important gap in China's multi messenger astronomical observation network, greatly promoting and improving China's multi messenger astronomical observation network.

It is understood that in early September 2021, the "Hailing Pathfinder" project team led by Shanghai Jiao Tong University completed the first sea trial mission. This voyage was led by Xu Donglian as the chief scientist, and led by ocean engineering expert Tian Xinliang. Nearly 80 researchers and technicians from institutions such as Shanghai Jiao Tong University, Peking University, Tsinghua University, University of Science and Technology of China, the Second Institute of Oceanography of the Ministry of Natural Resources, and the Xiangyanghong 03 scientific research vessel jointly participated.
Based on these important results, the Hailing team completed the conceptual design of the Hailing Neutrino Telescope, and the related paper was published in the journal Nature Astronomy on October 9, 2023. Xu Donglian is the corresponding author of the paper, with postdoctoral fellow Ye Ziping, doctoral student Tian Wei, and doctoral student Hu Fan from the Li Zhengdao Research Institute at Jiaotong University as co first authors. The paper confirms that the pre-selected station site has a good deep-sea environment for constructing neutrino telescopes, and the optical properties of its seawater meet the requirements for constructing large telescope arrays. Based on the above results, the project team utilized the "Siyuan 1" scientific computing platform of Shanghai Jiao Tong University for simulation calculations and officially proposed the conceptual design of the "Hailing Project" for the South China Sea Neutrino Telescope.
This sea trial successfully measured the deep-sea flow velocity, in-situ seawater optical properties, and radioactive background of the pre-selected sea area, verifying the feasibility of the candidate sea area as a neutrino telescope site, laying the foundation for the subsequent promotion of the "Hailing Plan".
Xu Donglian, the chief scientist of the "Hailing Plan", has studied and worked in the Ice Cube International Cooperation Group for many years. In September 2018, Xu Donglian joined the Li Zhengdao Research Institute of Shanghai Jiao Tong University, relying on its research platforms in astronomy, particle physics, and ocean engineering to further explore the feasibility of building a neutrino telescope in China. On August 15, 2020, Xu Donglian, on behalf of the "Hailing Plan" team, officially proposed the construction plan and action plan for the South China Sea Neutrino Telescope - the "Hailing Plan".
It is reported that the "Hailing Plan" will be implemented step by step. At the end of 2022, the Hailing Phase I project has been launched. Hailing Phase I plans to build a series of 10 telescopes in the selected sea area and connect them to an island base in the South China Sea through long-distance submarine cables. It is expected to become the world's first small neutrino telescope near the equator in 2026, conducting search for celestial sources inside and outside the Milky Way, and completing full chain technology verification for the construction of a large array. The ultimate large array of the Hailing project will include a series of approximately 1200 telescopes, surpassing the upgraded Ice Cube and expected to become the most advanced neutrino telescope in the world around 2030.
The Hailing project has received strong support from the Ministry of Education, the Ministry of Science and Technology, Shanghai, and Hainan Province. The pre research work of the telescope is also a major project of the Shanghai Municipal Science and Technology Commission and a key research and development special youth project of the Ministry of Science and Technology. In order to support the smooth implementation of the "Hailing Pathfinder" project, Shanghai Jiao Tong University established the Hailing Cooperation Group in June 2021, relying on the interdisciplinary advantages of Shanghai Jiao Tong University in physics, astronomy, ocean engineering, marine science, materials science, electrical engineering, and other related disciplines. At the same time, it closely cooperates with relevant scientific research institutions such as Peking University, Tsinghua University, University of Science and Technology of China, and the Second Institute of Oceanography of the Ministry of Natural Resources, So far, the project team has developed to more than 10 cooperative units and nearly a hundred members, steadily promoting collaborative efforts in science, engineering, technology, and other fields.
