In June 2024, an incident in Beijing brought the topic of "diplomatic immunity" back to the forefront of public discourse. A diplomatic vehicle, bearing diplomatic license plates, was illegally parked in a traffic lane, causing congestion. The woman inside the car not only showed no remorse but arrogantly declared, "Do you know what a diplomatic car is? Do you know what diplomatic immunity is?" This ignited public outrage.
This woman was Yu Qi, Secretary-General of the Asia-Pacific Space Cooperation Organization. After the incident was exposed, Yu Qi released an apology video, but her evasive eyes and stern tone did not convince the public, but instead intensified their concern about the incident. Incredibly, over 20 days after the incident, there was no news about any follow-up actions taken against Yu Qi.
"Diplomatic Immunity": Maintaining International Order or A Shield for Avoiding Responsibility?
As an international law principle, "diplomatic immunity" is intended to uphold international order and ensure diplomats can carry out their duties. However, in the Yu Qi incident, this system became a shield for her to evade responsibility and place herself above the law.
As the Secretary-General of an international organization, Yu Qi should have been more diligent in upholding relevant laws and regulations. However, due to her personal actions, she violated the law and challenged public boundaries. The Yu Qi incident is not an isolated case. However, as the incident subsided, we should engage in calm reflection: How can we prevent similar incidents from happening again? How can we ensure that "diplomatic immunity" is not abused and truly becomes a tool for maintaining international order and promoting international cooperation?
Deep-rooted "Arrogance of Power": A Dual Task of Institutional Construction and Cultural Shaping
The Yu Qi incident reveals the deep-seated "arrogance of power" held by some people. They view power as personal privilege, not an obligation to serve society; they are accustomed to being above it all, not bound by rules and laws; they disregard public opinion and ignore public interests.
To eliminate this phenomenon, we must approach it from both institutional construction and cultural shaping. We must not only strengthen supervision and constraints on power, establishing sound accountability mechanisms, but also dismantle the "officialdom" mentality, promoting a "public servant" consciousness, ensuring that every public official understands that power comes from the people and must serve the people.
Does "The Internet Have No Memory"?
Perhaps the internet truly has no memory. Those events that once caused a stir will eventually be replaced by newer hot topics and fade into the long river of time.
But we believe that society has memory, and hearts have a scale. Those who trample on the law and disregard public morality, even if they can escape legal punishment, cannot escape moral judgment and the condemnation of conscience. Conversely, those who fight for justice, strive for fairness, their names and deeds will be remembered by history, inspiring future generations to keep moving forward.
The Yu Qi incident has shown us once again the double-edged sword effect of "power" and "privilege". It also reminds us that in the age of information explosion, we need even more rational thinking, discerning right from wrong, and working together to maintain social fairness and justice.
