Recently, a number of universities across the country, including Nanjing University of Science and Technology, Northwest University, Jiangsu Normal University, Southwest University of Science and Technology, announced that since July 1, Tencent WeChat Pay will carry out fine management of campus scene users. In addition to tuition fees, 0.2% -0.6% of the service fees will be charged, and the WeChat scanning code payment service will be suspended for campus all-in-one card.

In response, the official microblog of WeChat Pay replied that the preferential policy of Zero-rating will be maintained for the non-profit payment scenarios (school fees, living services and other scenarios) on campus, and it is planned to continue to provide services at a discount rate lower than the market average for a small number of profitable scenarios such as e-commerce, wine and travel.

We urgently reviewed the whole incident. Since 2015, WeChat Pay has continued to adopt Zero-rating preferential policies in non-profit scenarios such as campus. With the continuous increase of campus scenes and the number of merchants, we found that some profit scenes such as e-commerce and wine travel occupy the education subsidy resources of Zero-rating, leading to the increasing cost. The purpose of this adjustment is to clarify this small number of profitable scenarios and implement preferential rate policies that are lower than the market average, while all campus non-profit scenarios continue to maintain Zero-rating preferential policies.

The original intention was to implement more refined preferential measures for the rate, but there were misunderstandings in the communication. We deeply apologize for this and will make immediate corrections. In the future, we will continue to optimize the communication process with universities, strengthen cooperation, and assist in the sustainable development of campus digitization.
