In March 2025, the State Administration for Market Regulation announced the positive results of a pilot program in eight cities, including Suzhou, Jinan, and Chengdu, which opened up credit supervision data to mobile payment platforms such as WeChat Pay and Alipay. This pilot program aimed to simplify the process of opening merchant collection codes, promoting the healthy development of business entities, and has made significant progress.
By connecting credit supervision data with mobile payment platforms, the pilot program achieved rapid verification and risk inspection of individual business operators. Suzhou, Jinan, and Chengdu, among others, each explored different implementation plans, achieving remarkable results and providing valuable experience for other cities nationwide.
Suzhou: High Efficiency and Convenience, First to Complete Interface Joint Debugging
The Suzhou Market Supervision Bureau and the City Data Bureau collaborated closely with Alipay, becoming the first among multiple pilot regions nationwide to complete interface joint debugging tests and credit supervision data calls. This work began in 2024, and after multiple rounds of communication and technical debugging, the interface joint debugging test was finally completed at the end of November 2024. By the end of February 2025, over 3,000 individual business operators completed verification and registration through the verification interface, successfully applying for business codes. This number fully reflects the convenience and efficiency of the interface. More noteworthy is that the payment platform made a staggering 14.16 million queries using Suzhou's open interface, cumulatively completing risk inspections of 1.598 million individual business operators, providing strong support for maintaining market order and protecting consumer rights. The efficient data processing capability significantly improved regulatory efficiency and effectively reduced regulatory costs.
Jinan: Multi-Party Collaboration, Lowering the Entry Barrier
The Jinan Market Supervision Bureau, the City Big Data Bureau, and two other departments formed a pilot promotion team, employing various measures to ensure the smooth progress of the pilot program. Through seminars and on-site visits to individual merchants in commercial districts, they widely solicited opinions and suggestions, fully understanding practical needs, and formulating a scientific and reasonable pilot program. A dedicated pilot zone for credit supervision data openness was established to ensure data openness consistency and operability. Importantly, Jinan encouraged participating enterprises to offer preferential policies for opening codes, reducing the fee rate for individual business operators, thus lowering the operating costs of micro and small enterprises and promoting the popularization of business codes. To date, participating enterprises have queried data 12,000 times, and over 200 business codes have been opened. Jinan went further, exploring the use of credit supervision data to support micro and small enterprise credit work in the Jinan section of the Pilot Free Trade Zone, expanding the application of credit supervision data to the financial field and providing new avenues for micro and small enterprise financing.
Chengdu: Institutional Guarantees, Efficient Service
- The Chengdu Market Supervision Bureau, together with the Municipal Development and Reform Commission (Municipal Data Bureau), jointly issued the Pilot Program for Opening Credit Supervision Data to Platform Enterprises, and signed a data opening agreement with Alipay (China). They coordinated with the Municipal Public Credit Information Center to determine the technical scheme for opening credit supervision data, completing the construction of relevant institutional mechanisms and information sharing channels for the pilot program, providing a solid institutional guarantee for data security and effective utilization. This groundwork laid a solid foundation for the smooth opening and application of data. By mid-March, a cumulative 5.4 million data accesses had been supported for Alipay (China), serving 31,000 business entities in opening business codes. Remarkably, the Chengdu pilot program shortened the business code review time to as little as 15 seconds, significantly improving efficiency and allowing micro and small enterprises to truly experience the convenience and efficiency of government services.
Eight Cities Pilot Program: Positive Results, Future Outlook
The positive results of the pilot programs in Suzhou, Jinan, Chengdu, and other eight cities demonstrate that opening credit supervision data and empowering mobile payment platforms can effectively simplify the process of opening merchant collection codes, reduce the operating costs of micro and small enterprises, improve regulatory efficiency, and promote the healthy development of micro and small enterprises. By simplifying processes, reducing costs, and improving efficiency, pilot cities have effectively lowered the entry barriers for micro and small enterprises, creating a fairer competitive environment. This not only helps promote market prosperity but also provides replicable and promotable experience for other cities.
It is noteworthy that pilot cities have accumulated rich experience and lessons during the exploration process.
