Interestingly, this work did not start suddenly. The project has been under development since 2013. However, progress has been very slow. It was not until recently that the determination of the Big Goose Digital Development Department made this project active.

Russian telecom operators will purchase SIM cards from Western manufacturers before 2022. Now they have shifted their attention to the 'Chinese', but Chinese products are two to three times more expensive than European products. After the chip became unsold, there was also dumping.
Big Goose chip manufacturers have not stood idly by and are seeking protection from fierce competition from Chinese competitors. They demand tariffs on the import of smart cards (SIM cards, bank cards, and transportation cards). The current tax rate is zero, while the average tax rate for components is 7%. Domestic chip companies in Russia are in a significant loss situation. Based on this, they even started discussing the possibility of producing Mir payment system cards outside of Russia. This is obviously unreasonable.
