The Anti-Corruption Frontline in the Internet: How Giants Like Douyin, Tencent, and Meituan Build High-Voltage Lines?

In recent years, while internet companies have been rapidly developing, they have also faced severe risks of corruption. Illegal activities such as commercial bribery and embezzlement have become frequent, acting as stumbling blocks on the road to their development. To protect their own interests and maintain social fairness, internet giants like Douyin, Tencent, and Meituan have stepped up their anti-corruption efforts, publishing anti-fraud reports and taking a firm stand against corrupt acts.

Targeting Key Areas: Commercial Bribery and Embezzlement as "Hotspots"

In the first half of 2024, Douyin Group investigated and handled 125 cases of fraud-related violations, with 88 employees being dismissed for violating the integrity guidelines and 17 being transferred to judicial authorities for suspected criminal offenses. Many typical cases involved former e-commerce employees who used their positions to seek improper benefits for external influencers or service providers, accepting bribes in return.

The Anti-Fraud Investigation Department of Tencent Group reported that in 2023, they discovered and dealt with over 70 cases of violations of the "Tencent High-Voltage Line," resulting in the dismissal of over 120 employees and the transfer of nearly 20 individuals to the police for suspected crimes. Over 60% of these cases involved misappropriation of company assets.

Meituan announced at the beginning of this year that in 2023, they assisted the police in investigating and prosecuting 93 internal and external individuals suspected of criminal activities, with 7 cases involving fraudulent and corrupt activities in areas like fresh produce procurement, leisure food purchasing, and warehouse renovations.

Upstream and Downstream Links as "Hotspots"

It is noteworthy that many of the corrupt employees revealed by internet companies worked in departments related to upstream supply chains and downstream sales.

Meituan stated that in 2024, they will continue to focus on comprehensively managing fraud and corruption in key areas such as commodity procurement, service procurement, product parts procurement, and significant business cooperation, eliminating systemic risks associated with corruption.

Douyin Group's report shows that in 2023, they investigated and handled 177 cases of fraud-related violations, with 4 cases involving a business segment called "China Sales Business Platform."

Anti-Corruption Mechanism Building: A Tripartite Approach of Rules, Culture, and Supervision

Faced with increasingly severe risks of corruption, major internet companies are continuously enhancing their anti-corruption mechanisms to prevent and combat such incidents.

  • Rule Building: Tencent has developed anti-fraud regulations such as the "Tencent High-Voltage Line" and established a comprehensive risk management system to prevent, detect, and combat all fraudulent acts including commercial bribery and embezzlement. Douyin is continuously improving its regulatory system and strengthening the internal and external dissemination of its integrity culture and reporting channels. Meituan continues to promote the construction of a compliance system in its various cooperation areas, continuously enhancing its risk control capabilities.
  • Culture Building: Integrity and compliance governance institutions and top management play a leading role in the integrity and compliance management system.
  • Supervision Mechanism: Regarding potential risks in procurement positions, such as establishing extra fees, designating suppliers, kickbacks, splitting orders, or delaying business processes, measures can be taken such as establishing sound bidding procedures, developing mechanisms for reviewing related relationships, implementing procurement authority supervision, strictly enforcing approval responsibilities, and conducting focused reviews of unique procurement projects.

Expert Opinion: Anti-Corruption Governance Requires Addressing Both "Before" and "After"

Liu Xiaochun, Executive Director of the Internet Law Research Center at the University of the Chinese Academy of Social Sciences, points out that internet companies are enormous in size and involve vast resource allocation issues in their upstream and downstream links, inevitably leading to some irregular operations under the influence of huge profits.

Liu Xiaochun believes that for fraudulent and corrupt acts, a determined approach is needed to summarize common patterns and tactics of corruption, enhance attention and enforcement efforts against key areas and behaviors, and adopt more comprehensive and targeted measures to combat them.

Before, we should establish employee codes of conduct, formulate corresponding disciplinary measures, establish a regular internal audit system, and continuously improve compliance initiatives.

Conclusion

The anti-corruption frontline in the internet is a long and arduous task. From Douyin to Tencent to Meituan, internet giants are taking active steps to build "high-voltage lines" to protect corporate development and social fairness. Only by building a tripartite anti-corruption mechanism of rules, culture, and supervision can we effectively curb corruption and foster a clean and honest internet ecosystem.
