This means that Portugal will now ban the entry of equipment from Chinese companies such as Huawei into the country's 5G network.
The Portuguese government, as the cybersecurity assessment agency, the High Commission on Cybersecurity (CSSC), stated in a document that companies from outside these jurisdictions are considered to pose a "high risk" to national cybersecurity. Although this document does not explicitly prohibit specific companies. However, mainstream media such as Bloomberg and the Financial Times unanimously believe that this decision is actually excluding Chinese equipment and service suppliers, including Huawei.
According to the law passed in August last year, the Portuguese government has the power to decide "to exclude, restrict the use or discontinue the equipment or services of a certain telecommunications company", and to set terms and deadlines that operators must comply with.
Since the United States demanded that allies block Chinese telecommunications companies on national security grounds, the use of Huawei equipment in 5G networks has become a major issue in Europe. Some European governments use "high-risk suppliers" to refer to Chinese telecommunications companies such as Huawei.
Currently, countries such as the UK, Denmark, Sweden, Estonia, Latvia, and Lithuania have banned Huawei from participating in their 5G network construction. Earlier this year, the German Ministry of the Interior also stated that it would review the use of Chinese equipment in the country's 5G network to see if there was a need to modify the law.
Portugal is one of the few European countries to resist the lobbying of the US government. European media believe that Portugal's decision now represents a "significant shift" in the relatively mild relationship between Portugal and China, and will also undermine Huawei's development in Europe due to the ambitions of China Telecom Equipment Group in Europe.
In November of last year, Huawei also announced on its official website that its Hertz platform FDD8T8R antenna had been commercially deployed for the first time in Portugal, helping operators build a high-performance and energy-saving 5G infrastructure. If Huawei is ultimately expelled from Portugal's 5G network, Huawei's efforts in the country will be in vain, causing a significant blow. Huawei stated in a statement that it is not aware of the situation and has not been consulted about it. The company is still collecting information for evaluation and hopes to continue serving Portuguese customers.
Of course, this will also be a major loss for Portugal. Local media had previously predicted that 5G networks and related services would drive the growth of Portugal's gross domestic product (GDP) and bring about 130000 job opportunities. If Huawei is excluded from the construction of 5G networks, it may cause the Portuguese economy to lose 1.1 billion euros by 2023. The problem is that Huawei has already helped them and was expelled halfway.
