Under the current severe and complex international environment and the background of accelerating the construction of a strong domestic market, we should focus on giving play to China's advantages in the socialist system, the new national system, and the super large market, and strive to break through three groups of cycles, gradually build new national competitive advantages in the digital field, and help realize Chinese path to modernization.

One is to accelerate the establishment of a data market system with international influence and open up the domestic and international circulation of data elements. At the domestic level, we will coordinate and plan a data trading venue system that links the primary market (data resource market) and the secondary market (data product and service market), effectively releasing data dividends and innovation dividends. At the international level, we should promote data cooperation with countries and regions along the "the Belt and Road" and sign bilateral and multilateral cooperation agreements, encourage pilots to participate in regional cross-border data cooperation, innovate the implementation path of cross-border data transmission, and constantly strengthen the international pricing power and influence in the digital field.

The second is to promote the "East to West Computing" project in a three-dimensional manner, and connect the circulation of computing power and power grids. At present, we should focus on achieving the "dual carbon" goal and coordinate the layout of the power grid and computing power grid. On the one hand, large-scale data centers will be located in the central and western regions, exploring the use of clean energy in the western region to build a new generation of data centers, and developing and utilizing clean energy such as photovoltaic and wind power generation. On the other hand, give priority to the layout of new infrastructure such as Industrial Internet in the east, establish directional transmission channels for artificial intelligence data, computing power and algorithm resources in the east and west, develop common key technology application platforms, and help eastern digital economy enterprises reduce the overall energy consumption level.

The third is to strengthen the research and development of key technologies in the forefront of digital China, and to open up the digital technology and industrial cycle. At present, we should focus on cutting-edge fields such as artificial intelligence and quantum computing, advance layout in key core technology areas, and continue to forge strengths and fill weaknesses, strengthening the construction of an independent and controllable industry open source ecosystem. Effectively collaborate with upstream and downstream enterprises, research institutes, well-known universities, and industry organizations to accelerate the independent innovation of key core technologies. Accelerate the conclusion of high-level bilateral and multilateral agreements in the field of digital technology innovation, actively participate in the formulation of international rules in the field of science and technology, and jointly explore and negotiate the establishment of international rules conducive to multilateral scientific and technological cooperation.
