On June 2nd, the "Blue Book for the Development of New Power Systems" (hereinafter referred to as the "Blue Book"), compiled by 11 research institutions organized by the National Energy Administration, was released. The Blue Book points out that the new power system has four important characteristics: safety and efficiency, clean and low-carbon, flexibility and flexibility, and intelligent integration.
In terms of overall architecture and key tasks, the "Blue Book" clearly states that it is necessary to strengthen the construction of four major systems: the power supply support system, the new energy development and utilization system, the large-scale layout and application system of energy storage, and the intelligent operation system of the power system. It also strengthens the basic support role of adapting to the standards and specifications of the new power system, core technologies and major equipment, relevant policies and institutional mechanism innovation.
Building a new type of power system is a complex and arduous system engineering that requires overall planning of path layout, scientific deployment, and orderly promotion, "said Yu Bing, Deputy Director of the National Energy Administration.
Huang Xuenong, the regulatory director of the National Energy Administration, introduced that in recent years, the development of China's power system has effectively ensured economic and social development. As of the end of 2022, the total installed capacity of various power sources in China is 2.56 billion kilowatts, and the scale of power transmission from west to east is about 300 million kilowatts. In 2022, the total electricity consumption in society is 8.6 trillion kilowatt hours. At the same time, the green and low-carbon transformation of electricity continues to accelerate. In 2022, China's wind and photovoltaic power generation reached 1.2 trillion kilowatt hours, accounting for 14% of the total power generation, an increase of 13 and 10 percentage points compared to 2010 and 2015, respectively.
However, in the context of achieving the goal of carbon peaking and carbon neutrality, the power system still faces many challenges. Du Zhongming, President of the Electric Power Planning and Design Institute, analyzed that in terms of power supply, the large-scale development of new energy has put forward higher demand for system regulation capacity. The installed proportion of power sources with good regulation performance such as pumping and storage, peak shaving, and gas electricity in China is about 6%, which is still lower than that of developed countries; On the power grid side, the development of large-scale new energy bases for external transmission poses higher requirements for transmission technology. The "dual high" characteristics of high proportion renewable energy and high proportion power electronic equipment are increasingly prominent, and there is an urgent need for the upgrading of power grid dispatch and operation technology.
The Blue Book proposes to develop a "three step" development path for a new type of power system, which includes an accelerated transformation period (from current to 2030), an overall formation period (from 2030 to 2045), and a consolidation and improvement period (from 2045 to 2060). The construction of the new type of power system will be promoted in a planned and step-by-step manner. During the accelerated transformation period, we will promote the low-carbon development of energy consumption in various industries, and the proportion of non fossil energy consumption will reach 25%. The development of new energy will achieve both centralized and distributed development, guiding the transfer of industries from the east to the central and western regions.
The Blue Book proposes that the development layout of new energy storage needs to fully integrate system requirements and technological economy, actively expand application scenarios, and develop a large-scale and scientific layout on all sides of the source network load. Fully leverage the advantages of energy storage, heat storage, gas storage, cold storage, hydrogen storage, etc., to achieve the organic combination and optimized operation of various types of energy storage in the power system.
