At 16:00 on the 20th, the China Meteorological Administration launched the level IV emergency response for rainstorm, strengthened on duty duty, and rolled out the monitoring, forecasting and early warning services for heavy rainfall weather. Beijing, Tianjin, Hebei, Liaoning, Inner Mongolia, and other potentially affected provincial meteorological bureaus shall initiate or adjust corresponding emergency response levels based on actual research and judgment.

On July 21, the China Meteorological Administration held a video conference to further deploy meteorological services during the critical flood control period.

Meteorological departments at all levels should further optimize work processes, improve work efficiency, and concentrate on providing meteorological services during the flood season. Fully utilize modern monitoring methods such as meteorological satellites and radars, scientifically study and determine the time periods and regions affected by heavy rainfall, strengthen monitoring and capture of extreme heavy rainfall, strengthen the application of meteorological disaster risk prediction products, closely monitor various secondary disasters that may be caused by heavy rainfall, and provide effective support for timely and effective prevention and response measures taken by Party committees and governments at all levels.

Fully leverage the emergency linkage mechanism led by meteorological warning. We will effectively fulfill our responsibilities in guarding the land, fulfill our responsibilities, and strictly follow the standards and procedures of "calling for response". We will promptly initiate early warning and "calling for response", strengthen consultation and linkage with water conservancy, emergency management, natural resources, and other departments at all levels, and play the role of the first line of defense for meteorological disaster prevention and reduction.
